Parliament of Sierra Leone Unanimously Ratifies SBH Offshore Bulk Handling Concession

The Parliament of Sierra Leone has unanimously ratified the Offshore Bulk Handling Concession Agreement between Sierra Bulk Handling Ltd, the Sierra Leone Ports and Harbours Authority, and the Government of the Republic of Sierra Leone. The agreement, signed on 10th November 2025, was laid before the House on 24th November and ratified by collection of voices on 25th November 2025.

In a landmark decision for Sierra Leone's maritime and mining sectors, the Parliament of the Republic of Sierra Leone has unanimously ratified the Offshore Bulk Handling Concession Agreement. The ratification, passed by collection of voices on Tuesday, 25th November 2025, grants Sierra Bulk Handling Ltd (SBH) the exclusive right to perform offshore bulk handling services within Sierra Leone's territorial waters.

The tripartite agreement, executed on 10th November 2025, involves SBH, the Sierra Leone Ports and Harbours Authority ("the Authority"), and the Government of the Republic of Sierra Leone ("GoSL"). It was formally laid on the Table of the House on Monday, 24th November 2025, under the oversight of the Ministry of Transport and Aviation.

The ratification was certified by the Clerk of Parliament, Mr. Karmoh K. Conteh, with the official seals of the Leone House of Parliament and the Parliamentary Service affixed to the certificate.

"This concession represents a transformative step for Sierra Leone's mining export sector," said Mr. Joseph Sandi, Managing Director of SBH. "With projected mining exports reaching 20 million metric tons by 2026, a coordinated approach to offshore bulk handling is essential for the nation's economic growth."

The concession is expected to deliver substantial new revenue to the Government from day one, while ensuring operational and environmental standards are maintained across all offshore bulk handling activities.
